Honestly think this tier system was solely designed to slowly put everywhere into Tier 3 so it felt like it wasn’t a full national lockdown.
I reckon we’ll all have Tier 3 restrictions by mid November and they’ll be a Tier 4 introduced that will be lockdown in all but name. But T4 will be regional and temporary. I also reckon it’ll all be done too late, half arsed and with appalling messaging.
